Cubans experienced their second black out wave Saturday after government officials said they were working to restore electrical service to hospitals and crucial service centers after a grid failure on Friday.

MIAMI: The Cuban people have been left in the dark after their nation's electrical grid collapsed Friday. "It was really frustrating because we don't know how long it will last," Omar McKenzie, a Cuban resident in Havana told CBS News Miami.

Tropical Storm Oscar doused Cuba on Monday, three days after a massive power failure plunged more than 10 million people into the dark as the island worked to restore its decades-old power grid.

Cuba has repeatedly failed to bring its electrical grid back up as a result of fuel shortages and deteriorating infrastructure, threatening a social explosion.

Cuba's government said on Saturday it had made some progress in gradually re-establishing electrical service across the island, including to hospitals and parts of the capital Havana, after state-run media earlier reported the national grid had collapsed for a second time in 24 hours.

Cuba's power-grid operator said it had restored electricity to most of the capital Havana on Monday even as Tropical Storm Oscar lashed the island's eastern end, downing trees and power lines.

Many Cubans waited in anguish Sunday as electricity on much of the island had yet to be restored days after an island-wide blackout. Their concerns were also raised as Hurricane Oscar made landfall in the southeastern Bahamas and was heading toward their country.
