A 19-year-old woman and a 19-year-old man were arrested after police found two teens shot inside an apartment building Sunday morning. One of the teens died at the scene and the other is in critical condition, according to St. Cloud Police. KARE 11 doesn't typically name suspects until charges have been filed.
