The Onondaga County Sheriff’s Office Tuesday defended deputies detaining and handcuffing an 11-year-old girl for more than six minutes on a snowy Syracuse street on Monday. Deputies were looking for a girl spotted in a stolen car Monday when they stopped the 11-year-old,

According to Sheriff Chitwood, the boy, identified as Michael Millett, was riding bikes with his friends in the neighborhood when they stopped at the front entrance of the subdivision to pet the dogs.
